On 25 July 2025 in the Lok Sabha, Mr. Rajiv Rai asked if the Cooperative Minister will please:
(A) Is the government returning the mature amount deposited by investors in Sahara Cooperative Societies almost a decade ago;
(B) If yes, what is the details of such a return made since the beginning of the plan and what is the maximum amount of return to each investor;
(C) How many investors have been returned with interest with interest and how many investors have not been returned yet;
(D) Is the government considering increasing the return limit to investors who have invested more money than the current limit, if yes, what is the details of the corresponding time;
(E) What amount is left for the government and how many investors are to be returned to their mature amount; And
(F) How much time is expected to all investors of four Sahara cooperative societies to complete this return process?
Union Cooperation Minister Shri Amit Shah gave a written reply from (a) to (f) to (f) in the interim application filed by the Ministry of Cooperation (C) No.191/2022 (Pinak Pani Mohanty vs India and others), Honorable Supreme Court, along with other things, along with other things ordered that:
- Out of the total amount of Rs. 24,979.67 Crores lying in the “Sahara-SEBI Refund
Account”, Rs. five hundred Crores be transferred to the Central Registrar of Cooperative
Societies, who, in turn, shall disburse the same against the legitimate due of the
depositors of the Sahara Group of Cooperative Societies, which shall be paid to the
genuine depositors in the most transparent manner and on proper identification and on
submitting proof of their deposits and proof of their claims and to be deposited in their
respective bank accounts directly. - The disbursement shall be supervised and monitored by Justice R. S Reddy,
Former Judge of this Court with the able assistance of Shri Gaurav Agarwal, learned
Advocate, who is appointed as Amicus Curiae to assist Justice R. Subhash Reddy as well
as the Central Registrar of Cooperative Societies in disbursing the amount to the genuine
depositors of the Sahara Group of Cooperative Societies. The manner and modalities for
make payment is to be worked out by the Central Registrar of Cooperative Societies
in consultation with Justice R. Subhash Reddy, Former Judge of this Court and Shri
Gaurav Agarwal, learned Advocate.”
In compliance with the order of the Hon’ble Supreme Court dated 29.03.2023, four multi-state cooperatives of the Sahara Group, ie Sahara Credit Cooperative Society Limited, Lucknow, Saharayan Universal Multiper Society Limited, Bhopal, our India Credit Cooperative Society and Star Multiplicity Kolkata and Star Multiplicity Cooperate An online portal “CRCS-Sahara Refund Portal” has been launched on 18.07.2023 on 18.07.2023 https://mocrefund.crcs.gov.in to submit claims for refund of their valid deposit by actual deposits of Society Limited, Hyderabad. The entire process of disbursement is digital and paperless and former Supreme Court Judge Justice R.K. Mr. Gaurav Aggarwal, under the supervision and surveillance of Subhash Reddy, is being done with the help of Amicus Curia.
The applications received on the portal are being settled in a transparent manner, proper identity and submission of evidence of the deposit and deposit. Payments are being submitted directly to the bank account connected to the Aadhaar of real depositors. According to the standard operating process (SOP), the depositors whose deposit amount has matured by 31.03.2023 and those who have not been paid are eligible to submit their application on the portal. Currently, every real depositor of Sahara Cooperative Societies is being paid the original amount of up to Rs 50,000 on the basis of verified claims through Aadhaar -linked bank account. In addition, the maximum limit of disbursement per depositor is increased from time to time, keeping in mind the priority and availability of money to small depositors.

Out of 1,35,34,410 depositors of Sahara Cooperative Societies, 27,33,520 deposits have been distributed to the depositors of Rs 5,139.23 crore by 23.07.2025 and an amount of Rs 523.72 crore is available for distribution. The Hon’ble Supreme Court has extended the period of distribution of funds to Sahara depositors to 31.12.2025.
